The "Shiomi Slope" in the title of this picture is located just before Shirasuka post town on the road from Arai. Looking through a dip in the slope toward a sandy beach dotted with beautiful pine groves, Hiroshige depicts a wide expanse of sea lying beyond. This is a spectacle without parallel. Travelers heading for Edo from Kyoto, in particular, are overwhelmed when they see the sea close at hand for the first time after passing Nagoya. This is probably why the daimyo procession in the picture is shown heading east.
